The United Kingdom and France to Deploy Military Personnel to the Country should a Peace Deal is Agreed

The London and Paris have formalized a memorandum of understanding concerning the deployment of troops in Ukraine if a ceasefire be struck with Moscow, the British leader, Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he said that the allies would "set up military hubs in various parts of Ukraine and erect secure facilities for military hardware and military equipment" to discourage any future invasion.

The allied nations also put forward that the United States would take the lead in verifying a truce.

Russia has consistently warned that any external forces in Ukraine would be considered a "valid objective", but has not yet issued a statement on this latest development.

Background and Continuing War

Russian President Vladimir Putin began a major offensive of Ukraine in early 2022, and Russian forces presently controls roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to support Ukraine for the duration," stated the British leader.

Heads of state and top officials from the "Partner Group" were involved in the recent discussions.

Speaking at a shared media briefing, he further said: "It establishes the framework for the operational parameters under which allied and coalition forces could work on Ukraine's territory, protecting Ukraine's skies and seas, and regenerating Ukraine's military for the years ahead."

The PM also stated that London would be involved in any American-headed monitoring of a possible truce.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff said that "durable defense assurances and strong prosperity commitments are critical to a lasting peace" in Ukraine – alluding to a central requirement made by Kyiv.

Witkoff said the coalition had "mostly completed" their work on agreeing such guarantees "in order that the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's advisor, also participated in the discussions.

Separately, France's leader Emmanuel Macron stated that Ukraine's partners had made "major progress" at the meeting.

He added that "robust" security guarantees for Kyiv had been reached in the instance of a prospective truce.

Ukraine's leader Volodymyr Zelensky stated that a "major development" had been made in Paris, but qualified that he would only view efforts to be "sufficient" if they resulted in the cessation of the conflict.

Earlier, the Ukrainian leader indicated a peace agreement was "mostly finalized". Settling the remaining 10% would "decide the outcome of the peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the forefront of ongoing disputes for the parties involved.
  • Putin has consistently stated that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any compromise over how to end the war.
  • Zelensky has so far rejected giving up any land, but has proposed that Ukraine could move its forces to an mutually accepted point – but only if Russia does the same.

Russia currently occupies approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The pair of oblasts form the heartland of the Donbas.

The earlier US-led multi-point framework that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Moscow's direction.

This sparked a period of intensive discussions – with all sides trying to adjust the document.

The previous month, Ukraine sent the US an updated framework – as well as additional documents outlining potential defense assurances and arrangements for Ukraine's reconstruction, Zelensky added.
