Apprehensions Executed in Relation to Enormous Illegal Waste Site

Two individuals have been detained as a component of an inquiry into the dumping of many thousands of tonnes of rubbish in a rural field in Oxfordshire, England.

Officials indicated that a man in his late sixties was detained at a residence in the town of Andover, while a man in his fifties was taken into custody in the town of Slough in association with the massive pile of garbage tipped near the area of Kidlington.

These arrests occur a week after a prior investigation which revealed the existence of in excess of 500 illegal tips across England, featuring at minimum 11 so-called "super sites" greater than 20,000 tonnes.

A representative for the environmental agency commented that the apprehensions were for environmental and money laundering offences and constituted a "key step" in ongoing inquiries. The two individuals have been released on conditional release.

Magnitude of the Situation

The tipping ground in Kidlington, located between the Cherwell River and the A34 road, is thought to contain around 21,000 tonnes of rubbish in a heap which is up to 150m (490ft) long and 6m (20ft) high.

This mound of waste is made up of what looks to be treated domestic refuse, chopped up plastics, polystyrene, tyres and various domestic items.

It represents just one of 517 unlawful sites throughout England, at minimum 11 of which are estimated to hold over 20,000 metric tons of rubbish. Such sites include a 280,000-tonne location in Cheshire, two 50,000-tonne locations in Lancashire and Cornwall and a 36,000-tonne site in Kent.

The overall number of such bigger locations is likely to be larger, as the environmental body has previously indicated it does not possess information on tonnage for all unlawful tip.

A large proportion of sites are in agricultural areas, typically concealed, and on land that should be farm ground.

Organized Enterprise

Authorities say many are run by organized crime groups, who are generating cash by asking for much less than licensed operators to receive and bury waste.

Businesses have to be liable for gate fees to use licensed landfill sites, contingent on the volume and nature of refuse they are trying to discard, and a disposal levy is also levied at just over £126 per tonne.

Community Frustration

Initial work to clean up the Kidlington site started in recent weeks due to worries over the threat of fire and the consequences that would have on the adjacent major road.

A contracted waste removal company has been awarded the task to deal with the site over the following 12 months at a expense of £9.6m.

An investigations official for the country's environment unit commented that the agency would be looking to claim back the remediation funds under asset recovery legislation from anyone convicted at the conclusion of its current investigation.

She added that this week's apprehensions would help "move the inquiry forward" and permit officials to "follow more leads to ascertain exactly what happened and who was a party to it".

"This unauthorized site at Kidlington was an atrocious and calculated assault on our natural surroundings and we empathize with the community's frustration at this terrible crime," she remarked.

A senior official welcomed the arrests, adding: "This unauthorized dumping of waste at this location is appalling and has led to significant detriment to the ecology and upset to the surrounding residents.

"The administration is dedicated to stamping out this category of criminality across the country, by boosting funds to combat waste crime, employing more staff and implementing stricter checks and fines for those who violate the law."

The apprehensions were made on the specified day by agents from a dedicated crime team and follow an previous detention of a 39-year-old from the Guildford area area in last November. He was set free pending additional inquiries.
